§ 20. Mr. Idris Owenasked the Secretary of State for the Environment if he will make a statement on Circular 2/70, Capital Programmes, issued by his department on 12th November.
§ Mr. Peter WalkerThe arrangements announced in the circular to start next April give to local authorities greater freedom to make their own decisions. While the Government will continue to exercise control over the total amount local authorities may borrow, procedures will be simplified and for a large area of spending central control over detail will be relaxed.
