§ 16. Mr. Probertasked the Secretary of State for Wales if he will list those urban district and non-county boroughs in Wales which have indicated to him their views on his decision to introduce block allocation of money to local authorities for capital expenditure with effect from 1st April, 1971.
§ Mr. Peter ThomasNo local authority has so far indicated to me any objection in principle to the new arrangement under which, over a wide range of their functions, authorities will budget within allocations instead of being required to obtain individual loan sanctions. But a few have expressed anxieties about the way the arrangement may work out in relation to their local needs.
§ Mr. ProbertIs the right hon. and learned Gentleman aware that this expected answer is due to the fact that these local authorities have not been directly consulted in this important matter? Is he further aware that there 932 is growing concern that it will have a serious effect upon their individual responsibilities and freedom?
§ Mr. Peter ThomasI agree that the local authorities were not themselves directly consulted but, as is the normal practice, the local authority associations were consulted before the announcement was made.
§ Mr. G. Elfed DaviesIs the right hon. and learned Gentleman aware that many authorities in Wales are seriously concerned at the effects of this decision upon their resources? Will he give an assurance that if representations are made to him by those authorities he will give urgent consideration to them?
§ Mr. Peter ThomasI will give consideration to any representations which are made to me. I think that most authorities welcomed the removal of central control and the fact that they will have a greater say in the allocation of money which is made to them.
