§ Mr. AllasonWhen other costs are allowable in these circumstances, why is it that the very costs which are essential to betterment should not be allowed? Should not the Minister think about legislation?
§ Mr. HowellThe reason they are not allowed is that when the House passed the legislation it decided not to include them.
