As from the appointed day, the reference to the Postmaster General in section 2(5) of the Vehicle and Driving Licences Act 1969 (which, amongst other things, empowers local authorities to make arrangements with him for him to issue licences and collect duty under the Vehicles (Excise) Act 1962 on their behalf) shall be construed as referring to the authority.This is a new paragraph. It is a straightforward adaptation of a reference to the Postmaster-General in the Vehicle and Driving Licences Act.
