asked the Minister of Transport whether he will now impose a 40 mile-per-hour speed limit on the A36 road between Whinwhistle Road and Plaitford.

No, Sir. Such a limit would not be realistic or enforceable.

Does the Parliamentary Secretary realise that over a year ago he promised to consider this matter again after the new footpath was there? Is he aware that since then there has been a fatal accident, a serious one, two slight ones and three others, including accidents to animals, and that 400 residents have signed a petition? Will he bring common sense to bear on the problem?

Yes, I know I promised last year to look at it again, but it is too early to assess the full effects of the footpath the bulk of which was completed only in October of last year. Speed readings taken last month confirm that a 40 m.p.h. limit would not be observed; in 85 per cent. of the readings the speed was between 50 and 55 m.p.h. and the average speed was 45 m.p.h.
