18. Mr. Roy Hughes

asked the Secretary of State for Wales if, in consultation with Newport Borough Council, he will speed up the road improvements at Malpas Road, Newport, Monmouthshire.

Mr. Ifor Davies

The programme for improving this road was drawn up with Newport County Borough Council and for various reasons, including the time required for statutory procedures and land acquisition, it cannot be shortened.

Mr. Hughes

Will my hon. Friend appreciate that these improvements are causing a great deal of inconvenience to the residents in the area? While this improvement is necessary for the trade and commerce of the town, it has, nevertheless, been suggested locally that the Ml was built in a similar period of time.

Mr. Davies

The statutory procedures must take their course. I am sure that my hon. Friend appreciates that it is necessary to allow time for objections to be received and any necessary public inquiries to be held.
