§ Sir R. RussellDoes the Minister agree that in view of the amount of taxation imposed on motorists, the extension of this kind of scheme is more preferable than having meters, particularly from the point of view of street parking?
§ Mr. SwinglerThis kind of scheme is possible when there is an equation of demand and supply for parking space. We want to do everything to encourage boroughs to create more off-street parking space, but in some places it is not possible to produce this equation. Therefore, it is necessary to resort to other techniques.
