asked the Secretary of State for Education and Science what action he will take on the Arts Council's Report on Public Lending Right.

Miss Jennie Lee

The Arts Council Report is being carefully studied but a number of complex points have still to be clarified.

Mr. Channon

Is the right hon. Lady aware that the Report has been out for a year now? Will she please try to come to some conclusion about it in the reasonably near future, and inform the House when she has done so?

Miss Lee

I am most anxious to come to a conclusion that would meet the legitimate claims of authors but the problem is complex because authors, publishers, the Library Association, the public and the Chancellor—all these various interests—have to be reconciled.
