12. Mr. Costain

asked the Minister of Health what consultations his Department has had with Kent County Council on the setting up of nursery clinics for mentally-handicapped children under five years of age; and if he will make a statement.

Mr. Snow

My Department has corresponded with Kent County Council on the provision of training centre places for mentally handicapped children under five. Many local health authorities make such provision and I am advised that it is good practice to do so.

Mr. Costain

Is the hon. Gentleman going to make any recommendation or give any advice on this matter? Does not he realise that this is as essential in Kent as in other areas?

Mr. Snow

The Kent County Council has been reluctant to offer places for children under five within this category and it is accepted by my Department that the proper education and care for these children is best provided in training centres.

Mr. Crouch

Will the hon. Gentleman bear in mind that it is not only the children themselves who require help but also their parents? While there is certainly a need for help for these young children themselves, the parents also need the greatest possible help.

Mr. Snow

I absolutely agree with what the hon. Gentleman has said.
