asked the Secretary of State for Scotland what is the average grant per pupil paid in respect of pupils continuing at school in Scotland beyond the normal leaving date.

£42 in session 1966–67.

Has my hon. Friend considered why it is that the pupil at school is so much less generously treated than the pupil at university? Will he give the reasons and perhaps try to do something about it?

I would not like to analyse all the reasons now, but one is the fact that pupils at university are much older and would have a greater earning capacity than a youngster staying on at school after the age of 15.
