Does the hon. Gentleman realise that this is a serious and urgent problem, with many shops being forced to close in Glasgow? What organisations is he consulting and to what extent will the Glasgow retail trade be taken into consultation?

My noble Friend the Joint Under Secretary of State has received two deputations, on 1st and 14th December, which submitted a considerable number of facts and points which are now being processed. I hope that, after these matters are checked, Ministers will be able to consider the matter afresh.
