The arrangements are that the Chairman of the Industry and Employment Panel of the Welsh Economic Council is consulted about proposed closures and, having considered the implications of the closure against the background of the local economic situation and prospects, it is open to him to recommend whether a particular closure should be deferred. It is then a matter for the Government to decide what action should be taken.
