§ Mr. OramIn addition to the £2.74 million shown in our recently published estimates Uganda is eligible to draw a small balance of a loan under Section 3 of the Export Guarantees Acts and to receive technical assistance under the Overseas Service Aid Scheme and other programmes the value of which for particular countries cannot at this stage be estimated.
§ Mr. GoodhartAs we have to make economies in our overseas aid, will the hon. Gentleman remember that soldiers of the Uganda Army have recently threatened and beaten up British nationals? Does the amount of aid which we give to overseas countries depend in any way on their attitude to local British communities?
§ Mr. OramWe provide aid for economic and social development and it is not possible, nor, we believe, sensible to attempt to turn it off and on like a tap according to particular political developments within a country.
