asked the Minister of Overseas Development what is his revised estimate of aid to Tanzania in 1967–68.

Mr. Oram

In addition to the £69,000 shown in our recently published estimates, Tanzania is eligible to draw a balance of the 1964 loan under Section 3 of the Export Guarantees Acts and to receive technical assistance under the Overseas Service Aid Scheme and other programmes, the value of which for particular countries cannot at this stage be estimated.

Mr. Goodhart

As we have to cut down on our overseas aid because of the economic freeze, will the hon. Gentleman remember that the Government of Tanzania is both ludicrously inefficient and for years has followed a policy which is unremittingly hostile to this country?

Mr. Oram

The figures which I have given will certainly be a marked reduction on this year's figures, but this does not arise out of the considerations which the hon. Gentleman has asserted, but out of the fact that there have been administrative difficulties arising out of the breach of diplomatic relations between the two countries.

Mr. Wall

What has happened to the loan of about £7 million granted to Tanzania before it broke off diplomatic relations with us? I gather it was then frozen. Is it still frozen, or has it been used?

Mr. Oram

We were on the point of signing a further agreement for the withdrawal of the balance of the loan, but it was held up and is still held up.
