§ 11. That provision be made whereby, for the purposes of section 7 of the Vehicles (Excise) Act 1962 (offence of using or keeping a vehicle for which no licence under that Act is in force), a licence in force for a 1018 vehicle which is transferred is to be treated as no longer in force unless it is transferred with the vehicle.—[Mr. Callaghan.]
