asked the Minister of Labour what consultations he has had with employers on the recognition of trade unions.

Mr. Gunter

None centrally; but the services of my industrial relations officers are available locally in particular cases of difficulty.

Mr. Park

Is the Minister aware that certain firms in receipt of Government contracts, such as Pitchmastic Quarries Limited, which is an establishment in my constituency, steadfastly refuse not only to grant negotiating rights to trade unions but even to discuss the matter under the auspices of his Ministry? Will he seek to strengthen the fair wages resolution in order to deal with this problem?

Yes, indeed, I am aware of the obstructionist attitude of many employers. I would point out that I have no ultimate power in this matter to secure recognition, but in the 18 months ending in September there were 179 cases of non-recognition brought to the attention of my conciliation officers and we were able to get at least 53 per cent. of them settled in a manner in which the employers recognised the unions. I agree that there is a long way to go, and I repeat the appeal which I have made before that management ought to be very careful indeed before it adopts this attitude.
