asked the Lord President of the Council if he will make a statement on the Press cuttings service in the Library and on the way in which it is operated.

I have been asked to reply.

Since 3rd October last, The Times newspaper has provided a comprehensive series of dated and classified cuttings which arrive at 3 p.m. on the day after publication. The Library staff then files them in groups and by subject. The files of cuttings so far cover only a short period, but they have already been used by a number of hon. Members and by the staff of the Library on behalf of hon. Members.

I should, perhaps, add that the arrangement with The Times is, in the first instance, to last for a trial period of two years, subject to a review by both sides after one year.

As many hon. Members do not yet know of this invaluable new facility and of how it can help them in their work, would my hon. Friend consider including an explanatory note in the all-party Whip?

I do not know how far I have any authority to speak on behalf of the all-party Whip. This service is of great value to hon. Members and I will draw the attention of the Whips of all parties to my hon. Friend's suggestion.
