asked the Minister of Overseas Development what requests he has had from the Government of Pakistan for provision of a protein producing plant utilising indigenous organic materials such as groundnuts, pulses, and coconuts which have been proven in Great Britain and the products of which are in daily use in Great Britain.

Is the Minister aware that negotiations are in progress for this British patented technique to be licensed to a United States contractor with the backing of United States A.I.D. funds? Would it not be possible for us to make an offer of a project of this kind as part of our portion of consortium aid?

Mr. Oram

It is our practice in matters of this kind to expect the initiative to come from the recipient country; but I will take note of what the hon. Gentleman has said to see what can be done. In principle, we would be willing to help in this.
