asked the Secretary of State for Scotland what proposals he has for the supply of water to the central area of Scotland, and in particular to the proposed new town of Livingston, as an alternative to the Loch Lomond Water Scheme.

Is the hon. Gentleman aware that at one time it was hoped that the Loch Lomond Water Scheme would be commenced two years ago, and we are now at the stage at which, after one inquiry, it seems to be a matter now for the Parliamentary Commissioners to decide? Does the hon. Gentleman not agree that, just in case the Parliamentary Commissioners recommend against the proposed Order, it would be wise to have some alternative to meet the very serious gap in the water resources of central Scotland?

I agree with the hon. and learned Gentleman, but the statutory processes which we are obliged to follow are enormously lengthy and very complicated. At this stage, I cannot make any comment on the matter, which is to be brought before the Parliamentary Commissioners, but the hon. and learned Gentleman will note that, in the Queen's Speech, we promise to bring in legislation in this Session of Parliament dealing with the arrangements for water supply in Scotland.
