§ Mr. MasonThe implementation of this very promising scheme would involve countries on both sides of the Atlantic, and is also, in our view, largely dependent on the willingness of transatlantic operators, as the principal beneficiaries, to bear the bulk of the cost. My Department is continuing consultations about it with the International Air Transport Association and with the other administrations concerned.
