§ Mr. George BrownAs is explained in paragraph 21 of Command Paper 2808, where there is no trade union or staff association, which is available, claims of any importance should be notified by the employer.

Gentleman say why he does not use the employers to inform him on all occasions and why he has been so inconsistent in getting employers to do so on some occasions and trade unions on the other? Would it not be more sensible to use the employers throughout the whole operation?
