asked the Secretary of State for the Colonies whether he has now studied the report of the International Union of Socialist Youth on Aden, a copy of which has been sent to him; and whether he will make a statement.

Mr. Greenwood

I have seen this document. It advocates the early grant of political independence to the population of Aden State. The declared intention of Her Majesty's Government is to lead all the territories of South Arabia, in-including Aden, to independence by not later than 1968. The main purpose of the constitutional commission which I have appointed is to ascertain what form of constitutional arrangement is best suited to the achievement of that end.

In particular, has my right hon. Friend seen the section dealing with the punishment of political detainees? Would not he deplore the use of corporal punishment in this way? What new punishments are specified in relation to prisoners in Aden gaols who are refusing food or medical supplies or are making noises?

Mr. Greenwood

My hon. Friend has a Question down on the latter point for Written Answer and will probably receive it today. The report gives no details of the origin of the photograph in the appendix and there are no precise allegations into which inquiries could usefully be made, but I have submitted the photograph to the High Commissioner for a full report. It is right to say, however, that it is highly probable, though not certain, that the photograph was taken some years ago.

Mr. Amery

The report recommends some extension of the franchise in Aden. Can the right hon. Gentleman assure us, in view of the responsibility of the Federal Government for immigration and external affairs, that no steps will be taken to enfranchise foreigners or recent immigrants without consultation with the Federal Government?

Mr. Greenwood

It would be a great departure from precedent to give the franchise to foreigners under any circumstances. This matter must be discussed with the Aden Government and no doubt the Federal Government's views will be taken into account.
