23. Mr. Ian Gilmour

asked the Chancellor of the Exchequer if he will give consideration to the proposal to give a tax allowance to newly-married couples as outlined in the pamphlet "Ownership, Opportunity and Obligation", a copy of which has been sent to him.

I have noted the hon. Member's suggestion.

Mr. Gilmour

Is the hon. Gentleman aware that, in view of the hardship now being caused to newly-married couples by the greatly increased mortgage rates and other very regrettable Government measures, tax relief of this sort is urgently necessary?

Mr. Diamond

I have been made aware of the need which the hon. Gentleman is pursuing in the excellent pamphlet which he puts forward. To quote for the benefit of the House, referring to Conservative proposals its says: … if these' "— Conservative proposals— 'are the right things to do now they were the right things to do before. Why did you not do them long ago instead of wasting 13 vital years?' ".

That is not a quotation at all. That quotation does not exist in the pamphlet.

The hon. Gentleman asked me a question relating to the pamphlet, Ownership, Opportunity and Obligation by Ian Gilmour, M.P. and Peter Walker M.P. and I have read the first paragraph of it.
