HC Deb 13 April 1965 vol 710 c1158
Q5. Mr. William Hamilton

asked the Prime Minister whether he will initiate legislation to curb the delaying powers of the House of Lords in respect of legislation.

The Prime Minister

The need for such legislation is at present hypothetical. If the need were to arise, I would not think it right to propose any change in the constitutional position without first seeking an electoral mandate.

Mr. Hamilton

Is my right hon. Friend aware that the hypothetical situation may be translated into reality within a few hours? If it is, will my right hon. Friend be assured that everyone on this side of the House and most of the people in the country will support him in the ruthless action that he may take to liquidate the Lords?

Mr. Speaker

Order. The basis of the question being hypothetical, it is out of order.
