asked the Minister of Aviation whether he will take steps to introduce an intermediate qualification for private pilots not in possession of a full instrument rating to allow greater freedom of movement for private and business aircraft equipped with up-to-date navigational and radio facilities.

Mr. Stonehouse

Yes, Sir. Proposals for such a qualification have just been sent to the interested bodies for their views. I am sending the hon. and gallant Member a copy.

Commander Courtney

Does the Parliamentary Secretary appreciate that this will give considerable pleasure to a large body of private pilots, and will he do his very best to bring this country into line with other countries, such as France and the United States, in freeing skilled private pilots who want to buy and control their own aircraft?

Mr. Stonehouse

That is what we have in mind. We want to improve the standard of flying and instrument experience for pilots who fly in bad conditions. We hope to do this soon.
