May I ask a question of you, Mr. Speaker? In view of the urgency and tragic nature of Questions Nos. 69 and 70, I telephoned the Minister of Health this morning and asked him whether he would seek your permission to answer these Questions.

Since it is impossible to raise these matters again in Questions until October or perhaps November, or probably not at all with the present Minister, may I ask you, Mr. Speaker, whether the Minister sought your permission to answer these Questions?
