HC Deb 22 April 1964 vol 693 cc1281-2
13. Sir J. Eden

asked the Secretary of State for Defence how many civil servants working in the Army Department of the Ministry of Defence have suffered a financial loss after the recent 3 per cent. pay award because they are no longer eligible for a daily travel allowance.

Mr. Kirk

When the recent pay award is put into effect, about 12 employees will suffer financial loss.

Sir J. Eden

Is not the object of increasing pay to give some benefit to the recipients? What justification is there for raising someone's salary in order to do him harm?

Mr. Kirk

We are not doing him harm. He comes above the salary limit at which his travel allowance ceases.

Sir J. Eden

But, surely, this could be phased so that people in receipt of travelling allowances do not lose the benefit as a result of a salary increase. Would not my hon. Friend look at this question again?

Mr. Kirk

We have looked at is very carefully, and I think that this figure of £1,200 is about right.

Sir J. Eden

On a point of order, Mr. Speaker. In view of my hon. Friend's reply, I beg to give notice that I will seek to raise the matter on the Adjournment.
