asked the Chancellor of the Exchequer if he will reduce the burden on domestic ratepayers by enabling rates to be set off against taxable income.

Mr. Barber

I cannot anticipate my right hon. Friend's Budget statement.

Mr. Lipton

While I agree that this concession would be of only limited value to a limited section of ratepayers, may I take it from the Minister's reply that some form of concession to ratepayers is under active consideration, otherwise indignant ratepayers might very soon sweep the present Government from power altogether?

Mr. Barber

I am afraid that the hon. Gentleman can take from my reply nothing beyond the fact that I cannot anticipate the Budget statement.
