asked the Secretary of State for Scotland what school building programmes, set down as essential priorities by the Dunbartonshire Education Committee, are being postponed because of limited financial resources.

My right hon. Friend has been unable to allow the authority to invite tenders for two primary schools—Lenzie and Westergreens, Kirkintilloch—which are otherwise ready to go ahead.

Is the noble Lady aware that Westergreens Primary School is not a school but a parish hall? Is she aware that it is completely out of date and that the building was condemned in 1958? Is it not a shocking thing that the children of overspill families are being educated in a school where there is one water closet to a hundred children; no staff room; no desks or proper forms, and where the authority finds it difficult to provide staff in a building which is merely a parish hall?

Work was authorised to start on Westergreens Primary School, but the authority asked that Castlehill Primary School be substituted.
