§ 21. Mr. Warbeyasked the Lord Privy Seal if he will raise in the North Atlantic Council, as a matter affecting the defence policy of the organisation, the official American proposals that the Canadian Government should arm their forces with nuclear weapons and provide nuclear bases on their territory.
§ Mr. WarbeyIs the right hon. Gentleman suggesting by his reply that the N.A.T.O. Council is not concerned with the deployment of nuclear weapons within the territories of the N.A.T.O. Alliance? Can he tell us whether or not it is the policy of the Government, in order to prevent the further spread of nuclear weapons, to ensure that the present deployment of nuclear weapons within N.A.T.O. is confined to the N.A.T.O. territories?
§ Mr. HeathI was not implying that. This matter at the moment is primarily one for the countries concerned.
