asked the Minister of Education when he proposes to introduce legislation on public libraries.

I have nothing to add to the Answer which my hon. Friend the Parliamentary Secretary gave to my hon. Friend the Member for Chigwell (Mr. Biggs-Davison) on 12th December.

Will not the right hon. Gentleman acknowledge that, without the legislation mentioned, he has no powers to ensure that the provision of public libraries is adequate for meeting the very much increased demand of students in further and higher education in the next few years? If he cannot find time in this place, could he not take the advice of his right hon. Friend about starting it in another place?

I am very keen that this legislation should be introduced as soon as possible and I will certainly consider all ways and means.
