asked the Secretary of State for Commonwealth Relations what progress is being made towards representative government in Swaziland.

Mr. Sandys

The consultations about constitutional development in Swaziland, initiated last year, are making progress.

Mr. Hynd

As this is making very slow progress, will the right hon. Gentleman consider introducing democracy in a small way there as a start by having proper elections for the town council, say at the two principal towns, Mbabane and Bremersdorp? The last time the question was raised one of his predecessors said that it would be done very shortly.

Mr. Sandys

I am very sorry but I am afraid that I was not aware of that particular point. On the matter generally, all I would say is that things of this kind do take time.
