Q7. Mr. D. Foot

asked the Prime Minister whether he has received a letter, dated 17th July, 1961, addressed to him by Chief Hosea Kutako, the chief of the Herero people, with reference to the suspension by the British Government of visas for the United Nation's Committee on South-West Africa to enter Bechuanaland; and whether he will publish this letter, together with the terms of his reply.

Yes, Sir. I have received such a letter. As it was described as an open letter, I assume that the sender will make such arrangements for publication as he wishes. I would see no objection to the publication of the reply when it is sent.

Mr. Foot

Will the Prime Minister make clear in his reply whether Her Majesty's Government in this country approve or deplore the decision of the South African Government to keep the United Nations Committee out of South-West Africa?
