§ Mr. BraineNo, Sir. The difficulty which has arisen has been brought about by the operation of a Clause which would have the same effect on an extradition treaty. What appears to be called for here is amendment of the Constitution of Cyprus. That is a matter for Cyprus, and we are consulting them now.
