asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he is aware of the state of uncertainty about the operation of Section 76 of the Local Government Act, 1933, which is causing concern to many engaged in local government; whether he intends to propose any amendment of the law; and whether he will make a statement.

My right hon. Friend has not yet completed his consultations with the local authority associations about the operation of this Section, but he will make a statement as soon as he can.
