asked the Minister of Education what action he is proposing to take about the Anderson Report and whether he is now prepared to recommend the abolition of the means test for students who win scholarships to universities.

The Secretary of State for Scotland and I have now consulted the universites, local authorities, and others concerned. These consultations and the public reaction to the Report have shown a wide divergence of views on certain of the Committee's recommendations and the Government need more time to consider them. I can say, however, that we accept the Committee's recommendation that awards should be given to all students admitted to degree courses at universities who have two G.C.E. passes at "A" level or the equivalent. It is also our intention that the local authorities should continue to participate in the administration.
