10. Dr. Dickson Mahon

asked the Secretary of State for Scotland why he has refused to make a grant to assist major redevelopment schemes in the central area of Greenock.

Mr. Maclay

There has been no decision to refuse grant. As the Town Council is aware, I have the matter under consideration in the light of a further discussion with them recently and hope to reach a decision shortly.

Dr. Mabon

As he has withheld all grants to local authorities for major developments for more than a year. pending publication of his regulations for the grants, since May, 1959, will not the right hon. Gentleman agree that this scheme in Greenock has not yet been sanctioned because of confusion between the Transport and Town Planning Divisions of the Home Department? As he is in an apologetic mood, will he recognise that it is rather silly to authorise a redevelopment scheme in which shops and houses are being constructed while not allowing a grant for the building of a road? Is that not rather ludicrous and will he do something about it?

I am not aware of all the details of the hon. Gentleman's supplementary question, and I am not aware that anything has been greatly held up so far. I realise that the town council is very anxious to get information and I will try to get to the council as soon as I can.
