asked the Secretary of State for Scotland what use has been made, or is going to be made, of Section 7 of the Local Employment Act in Scotland.

Mr. Maclay

At the end of March I invited local authorities to apply for grant in respect of improvements necessary for the purposes of the Act in basic services for which I am responsible. So far I have had applications from 17 authorities in respect of 31 schemes, mainly water and sewerage.

Mr. Grimond

In view of the possibility of this Section of the Act being used to assist in providing essential services, will the right hon. Gentleman give very favourable consideration to any applications from Orkney and Shetland?

Mr. Maclay

I will study them very carefully, but my "favourable consideration" would have to be wider than just one constituency.
