asked the Secretary of State for War what steps he has taken during 1960 to arrange for the formation of a British Foreign Legion.

Why not?

For many reasons, but perhaps among the foremost is the fact that the British soldier, as I am sure my hon. Friend will agree, has always had a considerable reputation as an ambassador in overseas theatres in which he serves, and I do not think that that rôle could be fulfilled by a foreign legion.
