asked the Secretary of State lot the Colonies what steps have been taken by the Government of Northern Rhodesia to abolish racial discrimination in the assignment of jobs on the railways; and for what reasons negotiations on this issue have been delayed.

Railways in Northern Rhodesia come within the responsibility of the Federal Government, but the Territorial Government is responsible for industrial relations. The Northern Rhodesia Government, jointly with the Southern Rhodesia Government, have recently made certain proposals to the National Industrial Council which regulates these matters. These are to be considered by the Council early in May.

While welcoming what the hon. Gentleman has just told the House, may I ask him whether the Government are doing everything in their power towards abolishing racial discrimination? Is there some contrast in this matter between the attitude of the Northern Rhodesia Government and the more lukewarm interest of the Federal Government? If so, will the Government use their influence with the Federal Government to try to get the matter speeded up?

I am not aware of any difference of outlook on the part of the two Governments on this matter. I can only say that any development that may take place that will ensure greater opportunities for Africans to engage in semi-skilled employment in Northern Rhodesia is one which, I know, my right hon. Friend would greatly welcome.
