32. Mr. Ross

asked the Secretary of Sate for Scotland why the average weekly cost per patient in Scottish hospitals rose by £1 3s. 3d. in 1958.

Mr. J. N. Browne

More than half of the increase was due to increases in salaries and wages and in prices between 1957 and 1958. Improvements in the service and changes in accounting practice account for the rest of the difference.

Mr. Ross

While thanking the hon. Gentleman for his Answer, which refers to information in the Health Report, may I ask whether he is aware that while the cost of living remains mysteriously stable, showing, as evidenced by these figures, a 10 per cent. increase, the cost of keeping alive reflects much more accurately the experience of every housewife in the country?

On the contrary, we must give the very best service we can.

Do I understand the hen. Gentleman to indicate that because of changes in the system of accountancy, the cost to the hospitals has increased?

Mr. Browne

Yes. Certain items of equipment and furniture that formerly were charged to capital account are now charged to revenue account.
