asked the Secretary of State for Foreign Affairs whether he will instruct his representative on the Committee on Arrangements for a Charter Review Conference to propose that a Charter Review Conference be held during 1960.

The Committee on Arrangements for a Charter Review Conference will meet before this year's General Assembly meeting. Her Majesty's Government have not yet determined what line they will pursue when this meeting takes place. But there is, unfortunately, no reason to suppose that the Soviet attitude opposing any amendment of the Charter has changed and, until it does, the Soviet veto could frustrate the work of any Charter Review Conference which might be held.
