16. Mr. Swingler

asked the Secretary of State for the Colonies what form of investigation is being carried out by the Governor of Tanganyika into the situation in the sisal industry, following the recent series of strikes; and if he will publish a report on the position, stating what proposals have been made to improve labour relations.

Mr. J. Amery

The Governor is at present in consultation on this matter with representatives of both sides of the industry.

The second part of the Question does not therefore arise at this stage.

Mr. Swingler

Is the hon. Member aware that I am aware that the Territories are not the same and that conditions in some are far worse than in others? Is not it essential that the conditions in a Territory like Tanganyika should be improved'? Would not one step towards that be to increase the representation of trade unions on the wage-fixing body? Is not one of the difficulties the fact that out of forty-two members on the wage-fixing body only three are trade unionists? Should not something he done about that?

I hope that the Governor's consultations will lead to a satisfactory result.
