I beg to move, in page 5, line 36, at the end to insert: and in the case of a second or subsequent conviction to a fine not exceeding one hundred pounds or to imprisonment for a term not exceeding three months or to both such fine and imprisonment". This is the second of the penalty Clauses, and again we have found it possible to stiffen the penalty. We now suggest adding for a second and subsequent offence a fine of £100 and/or three months' imprisonment.
