The out-turn can, therefore, be summarised as follows. Above the line there was a surplus of £377 million. Below the line the deficit was £559 million. So the overall result, which determines how much Government expenditure has to be met by borrowing, was a deficit of £182 million, as compared with my estimate last year of £236 million.
