asked the Prime Minister if, as a gesture of good will and a token of Great Britain's determination to resolve international problems by negotiation rather than by force, he will order the suspension of all work on nuclear weapons and rocket bases from the date of the opening of the Foreign Ministers' Conference on 11th May.

Has not the Prime Minister himself often said that it is deeds, not words, which count, and would it not be a startling and inspiring spectacle if one Government in the world were prepared to take some action towards disarmament in an attempt to stimulate the Foreign Ministers to discover ways and means of international agreement?

No, I do not think that unilateral action of this kind would have the effect which the hon. Gentleman hopes.
