43. Mr. Healey

asked the Prime Minister to what extent it is Her Majesty's Government's policy to make participation in a Summit Conference dependent on progress of the forthcoming Conference of Foreign Ministers.

Her Majesty's Government's position is set out in their Note of 26th March to the Soviet Government.

Mr. Healey

In view of the Prime Minister's known belief that Mr. Khrushchev is the only person who can take decisions about Soviet foreign policy, will he not press upon Her Majesty's Government's Allies that they should not demand more of the Foreign Ministers' Conference than agreement on procedure and the agenda so that a Summit Conference may be held as soon as possible?
