asked the Minister of Transport and Civil Aviation what action he is taking to ensure that driving instructors are properly qualified.

Mr. Nugent

The driving test is the final arbiter of a driving instructor's qualification to teach.

We are considering further is needed.

Mr. Lipton

Will the hon. Gentleman speed up this consideration? Is he aware that any Tom, Dick or Harry can call himself a driving instructor? Has he seen reports of serious accidents in which so-called driving instructors have been involved while in the course of giving instruction to learners? Is not it time that something was done to remedy a widespread abuse?

This matter was very carefully considered by the Road Safety Committee in 1947 when it was decided that it was not necessary to do anything further. A sub-committee of the Departmental Road Safety Committee is now considering the matter, and I have asked it to expedite its consideration.
