§ 23. Mr. Malcolm MacMillanasked the Secretary of State for Scotland whether he will purchase the area of the Isle of Barra offered for sale by McNeil of Barra, with a view to promoting the full agricultural and general development of the island.
§ Mr. MaclayNo, Sir. I am not satisfied that State purchase of this land is necessary to secure its full development. Wide powers to promote the development of crofting communities have been conferred on the Crofters Commission, and these powers relate to private as well as State-owned land.
§ Mr. MacMillanIs the right hon. Gentleman aware that for decades past 178 both private enterprise and Governments have neglected this Island of Barra and its population, and that there is heavy unemployment in the area? The Herring Industry Board has done nothing to promote development of the fishing industry and the Hydro-Electric Board has refused a supply of electricity. Is not it now time for the Secretary of State to stiffen his spine and try to rescue these people from despair? They will have absolutely no hope otherwise of securing a livelihood.
§ Mr. MaclayAs the hon. Member knows, I visited that island this summer, and I do not consider that the inhabitants are in the depths of despair. I consider that they are a strong and virile people and that they will be able to find a solution to their own problems.
§ Mr. MacMillanWill the right hon. Gentleman emulate these people and be a strong and virile Secretary of State and do something about their difficulties, instead of giving us supine platitudes?
§ Mr. MaclayIn considering this question the hon. Member should look very carefully at what has been done by this and previous Governments before making the wild charges that he makes so repeatedly.
