He will be glad to consider the matter further in the light of any representations he may receive from local authorities, and my noble Friend the Minister of State is arranging to discuss one aspect of it with representatives of Dunbarton County Council at an early date.
§ Mr. HannanIn a previous Answer, the hon. Gentleman's right hon. Friend stated that the seriousness of the problem was recognised. Is it right that the time of public officers, such as police officers and health officers, should be squandered in visiting places of this character before licences are issued in respect of premises which are going to be used for illegal purposes?
§ Mr. MacphersonPlanning permission, of course, is given on planning grounds. Whether the premises are to be used for illegal purposes would have to be considered on its merits.
§ Mr. HannanBut, surely, the right hon. Gentleman and his hon. Friends are aware that, when applications are tendered, it is known for what purposes the premises are going to be used? Is it not the duty of the Secretary of State for Scotland to find some way of helping local authorities to control this sordid business?
§ Mr. MacphersonNot all turf commission agents are carrying on an illegal business. The matter has to be considered on its merits.
